Duties, Authorities, and Responsibilities of the Institutional Energy Manager within the scope of energy management and efficiency:
a) Carries out the duties stipulated under the relevant directives, reports directly to the Rector, and works in coordination with the Malatya Provincial Energy Manager in line with the provisions of the Malatya Governorship Energy Management Unit Directive. No other duties are assigned to this position.
b) For parts of the duties and authorities delegated to the Energy Manager under the Directive, the manager may transfer responsibilities to Unit Supervisors, provided that legal requirements are met.
c) Within the framework of the Regulation on Energy Performance in Buildings published in the Official Gazette No. 27075 on 05.12.2008, the Energy Manager is jointly responsible with the building owner, administrator, and the board of management for ensuring that necessary maintenance and testing of systems affecting building energy performance (architectural, mechanical, electrical, and lighting systems) are carried out in a timely and proper manner, and that the building operates without falling below its designed energy performance level.
d) Ensures management and coordination between the Institutional Energy Management Unit, Energy Managers, and Institutional Building Energy Efficiency Officers.
e) Makes recommendations to senior management for the improvement and enhancement of services within the scope of responsibility.
f) Ensures that requested information within the field of responsibility is delivered to the relevant authorities on time.
g) Reports developments and practices to senior management.
h) Coordinates tasks and procedures related to annual periodic maintenance and inspections by authorized organizations and individuals concerning systems affecting the energy performance of university-owned buildings (architectural, mechanical, electrical, and lighting).
i) Represents Malatya Turgut Özal University (MTU) in activities organized in the field by the Ministry of Energy and Natural Resources (MENR) and the Council of Higher Education (YÖK).
j) Ensures the provision of all requested documents and information for inspections and audits carried out by ministry auditors, the Provincial Energy Management Unit, energy managers, staff, and project experts in accordance with the Energy Efficiency Audit Regulation.
k) Uploads required data into the Energy Efficiency System of the Ministry of Energy and Natural Resources.
l) Prepares all required data and calculations within the framework of the university’s strategic plan. Continuously monitors consumption data and evaluates the results.
m) Carries out any additional duties assigned by supervisors in line with laws, bylaws, regulations, directives, circulars, plans, and programs.
